You will see that the 12.2.0.1 client is certified for Windows 20R2. In the product name, use Oracle Database Client.

The 32-bit client is provided because stubborn third party application vendors haven't fully committed to the 64-bit world yet. There is no 32-bit RDBMS software though, only 64-bit.
